Making dirt bikes street legal

With the current economy the way it is, more and more people are looking to make motorcycles their mode of transportation.  A lot of people are looking to turn dirt bikes into street legal motorcycles.  Post the rules and regulations for your state.  How does one go about making their dirt bike street legal?
